This Agreement is a public offer and defines the terms of use of the materials and services posted on the website at https://vestnik-rusjournal.ru/index.php/vestnik/en (hereinafter referred to as the "Website") by visitors and users of this Website.

1. General Provisions

1.1. The Website is created for the following purposes: 

1.1.1. To provide an unlimited circle of persons with information about the publication and the terms of publication. 

1.1.2. The Website is intended to provide access to published articles – for viewing, reading, and reviewing full texts under the terms established by the publisher. 

1.1.3. To enable the receipt and review of manuscripts, as well as to conclude a contract for the provision of services for the publication of scientific articles. 

1.2. The Website contains materials from published issues of the online scientific journal “Service in Russia and Abroad”, information about the publication, a manuscript submission service, and publication payment facilities. 

1.3. The use of the materials and services of the Website is governed by the current legislation of the Russian Federation. 

1.4. To gain access to the materials of the Website, the User must complete the registration procedure on the Website. 

1.6. By gaining access to the materials of the Website, the User is deemed to have acceded to this Agreement. 

1.7. The User may use the materials of the Website and the services provided on the Website in the following ways: submit scientific materials for review by the editorial board, pay for publication, monitor the status of the editorial and publishing process, and read and view published materials.

2. User Obligations

2.1. The User agrees not to take any actions or leave any comments or records that could be considered as violating Russian legislation or international law, including in the field of intellectual property, copyright and/or related rights, generally accepted moral and ethical norms, as well as any actions that lead or may lead to disruption of the normal operation of the Website and its services. 

2.2. The use of the Website materials without the consent of the rights holders is not permitted. 

2.3. When quoting materials from the Website, including copyrighted works, a link to the Website is mandatory. 

2.4. The Website Administration is not responsible for the User’s visits to or use of external resources, links to which may be contained on the Website. 

2.5. The Website Administration shall not be liable and has no direct or indirect obligations to the User in connection with any possible or incurred losses or damages related to any content of the Website, copyright registration and information about such registration, goods or services available on or obtained through external websites or resources, or any other contacts the User has entered into using information posted on the Website or links to external resources. 

2.6. The User agrees that the Website Administration shall not be liable and has no obligations whatsoever in connection with any advertising that may be displayed on the Website.

3. Miscellaneous

3.1. Any disputes arising out of or in connection with this Agreement shall be resolved in accordance with the applicable laws of the Russian Federation. 

3.2. A court ruling that any provision of this Agreement is invalid or unenforceable shall not invalidate the remaining provisions of this Agreement. 

3.3. Any failure by the Website Administration to act in the event of a violation of the provisions of this Agreement by any User shall not deprive the Website Administration of the right to take appropriate action at a later date to protect its interests and to protect the copyrights in the materials of the Website that are protected under the law. 

3.4. The Website Administration has the right to unilaterally amend the terms of this Agreement at any time. Such amendments shall take effect 10 (ten) days after the posting of the new version of the Agreement on the Website. If the User disagrees with the amendments, the User must cease accessing the Website and stop using the materials and services of the Website. 

3.5.
